Lesson 1.1 – Welcome

Welcome:

Welcome to the course for updating your ordinance on major subdivisions. By the end of this course you will have acquired the tools necessary to implement policies related to major subdivisions that are accessible and effective for your community, while ensuring compliance with the requirements set forth by the state.

Course materials in this module are designed to help guide your municipality throughout the code adoption process.  This material includes:

  • Guidance Document: This document is intended to provide a fundamental understanding of the issues related to major subdivisions. Also included within this document are best practice recommendations and links to current state code requirements.
  • Model Code Language: If a completely new code is needed, or if only a section needs to be updated / replaced, language is provided to meet those needs. Instead of trying to use a neighboring community’s language, you have the option to customize your own code to your own situation.
  • Model Ordinance:  Save yourself some time in drafting a brand new ordinance, and use our template.  All that is needed from your community is to customize / fill in the blank lines where indicated.
  • Sample Public Notice Language:  Inform the public of what is taking place and how they can participate in your public meetings / hearings online.

Remember, not only do you have access to the best practice documents, but also to CiviclinQ’s industry professional consultants.  Our consultants are certified and available to review / answer related questions and offer recommendations if needed.

What to Expect:

We designed this course to help your community facilitate the major subdivision review process in three basic steps. Unless there are exceptional concerns from the general public or council members, we believe that this policy can be implemented in two or three public hearings / meetings. The milestones include:

  1. Develop A Draft Policy:  that incorporates local conditions and concerns.
  2. Enact An Ordinance:  that articulates the community’s interest in the ability to implement best practice policies for the community.
  3. Implement The Policy:  through the normal adoption process.

Action Items:

  1. Identify an “issue champion”.  (This person will shepherd this code / text amendment from beginning-to-end.)  If you will not be the “issue champion” be sure your champion either has access to this course or is provided with a copy of all course materials.  (Note: Course materials have been provided in easy, downloadable .PDF, and able to be modified .DOCX formats.)
  2. Contact CiviclinQ if you have any questions!
