Annexation is the process of expanding a municipality’s geographic boundaries – usually by adding or incorporating adjacent unincorporated areas previously belonging to a county.
Annexation provides numerous benefits for cities and towns, including a larger tax base, improved public services, and a stronger political influence, making it a critical tool that municipalities may use to ensure continued growth and development.
However, before any municipality in the State of Utah can annex any area into their jurisdiction, they are required to have an annexation policy plan. This training module will focus specifically on the requirements of an annexation policy plan, including drafting, adopting, and best practices when it comes to implementation.
Special Note: The Office of the Property Rights Ombudsman has provided funding for this training program from the 1% surcharge on all building permits in the State of Utah.
